INTRODUCTION




The term entrepreneur is used for someone who engages himself in business enterprises(trade/firm etc),often with some personal financial risk.The successful entrepreneur not only solves his own employment problem in a dignified way but also provides employment to others while doing great service to the nation.Every year many self motivated new

entrepreneur come and after some time they disappear due to their

inefficiencies.To avoid such unfortunate incidents the concerned entrepreneur should acquire sufficient wisdom from appropriate authorities before venturing.

In Chhattisgarh state number of qualified,honest,dynamic & bold young boys/girls who are eager to start their own enterprises,and also ready to take financial risks.Only thing which they lack, is the business wisdom which is natural and can't be considered as disqualification since they are young and come from different social backgrounds. As a matter of principle the entrepreneurs has to emerge from the stream of existing human resources available in the state, and what is required is that they should be groomed by inculcating the concept of entrepreneurship management such as industrial economics,finance,organizational behaviors, industrial operation etc & develop them into an efficient team leader from any professional institute,before launching their ventures.The names of few important government institutions are given below as ready reference.

THE SCOPE

Business organizations usually come there,where resources are available for their economic viability & growth ,in this respect the Chhattisgarh(CG) is ideal place because it is overwhelming with the wealth of minerals,forest,agriculture & profit making heavy industries like thermal power,primary steel & aluminium plants. For this topic our discussions will be confined to the entrepreneurship development(ED) linked with these plants only which are situated in Korba & Bhilai districts of CG state.
From annual reports of all three plants it may be seen that they consume substantial amount of raw materials and essential supporting supplies costing several thousand crores of rupees every year.Many among these materials are suitable for launching production by local micro,small and medium scale industries.Similarly the semi finished products and byproducts of steel aluminium plants can also be used as raw materials for local industries for production of down stream, value added products of steel & aluminium as chain of auxiliary industries of plants in question.In this context the writer discussed (one to one) with the concerned executives from materials,marketing,finance, & QC/R&D departments of above primary plants on personal basis to get their impartial personal opinions.Subsequently all statements were reviewed and similar opinions were combined for this presentation.The lower and middle management group, supported the proposal unanimously but higher & top management groups had diverse opinion ie some think it is necessary and some said it will spoil the peaceful working environment of the company & existing work culture will get spoiled,and apprehend few serious administrative problems.Both views are given as under;

Supporting views

* The unemployed youths will get job in the cluster of industries,and the trained man powers can be utilized by the primary industries as & when required.

*The supporting industries will get technical supports from primary industry,number of quality/quantity/delivery complaint will get reduced,
through mutual discussions,result in saving of inspection expenditures.

*Post retirement jobs will be available to the active retirees.
*ware house inventory will reduce.

*Faster economic growth with higher revenue collection will result in the area.

Non Supporting views

*The congregation of many local industries may create administrative inconvenience for plant authorities especially misappropriation in handling input/output materials.
*The local industries may often use political influence in their support to achieve economic gain & public sector industries in past faced many such interferences.
*The existing ancillary and auxiliary industries are not doing well, how
the new industries will able to qualify ?
*The supplies comming from far-east are much cheaper,how these new born industries will able to withstand against them ?

Discussions
1)Corruption
The apprehension of misappropriation is not tenable now days since sound administrative control can take care of such unwanted incidents to occur to a great extent.The fear of corruption can not stall the growth of industrial developments.Further looking to the bigger interest of our coming generation some thing new should be done.The political influence can't improve the quality of the goods,rather it will harm the organization taking such advantages.
2)Quality of consumables-
The existing supporting idustries were established prior to the globlization of market,hence their performances can not be compared with those who are now taking burth.The new industries will be technically advanced & have the QMS at their plants.The product acceptability will depend on the quality of goods conforming to global standards/standards set forth by the buyer.
3)Competetion
It is to be noted that the supplies arriving from the far east countries are bit cheaper, especially bulk materials/heavy chemicals produced in automated plants,but not so for normal items always and their qualities are questionable. When their landed price is calculated they are often not economical,further one has to pay them in hard currencies,after sale services are neither prompt nor effective with prevailing language problems. If all merits and demerits are considered, the local quality product will definitely will have edge over imported materials.
PRODUCT QUALITY
It would be worth mentioning over here that the philosophy of "quantity first" phenomenon existed during and prior to the emergence of open market system(1990's), this thinking has changed significantly during past 19 years or so, to a "quality first"concept in the manufacturing /servicing industries. During this change over, industries those who could not reform themselves unfortunately got closed, some survived by implementing the quality assurance systems,& a few those who were already quality conscious flourished after the change over .
It is true that in spite of radical changes brought forward by implementation of QMS in supporting industries,there are few residual elements those who still believe in old practices.However youths of new generation,qualified to the extent job demands, having creative nature, poised to do some thing new,and capable of taking risk (after complete analysis of pros & cons of work) as an executive and not as an owner and support the universal quality movement and believe in customer delight are most suitable entrepreneurs.The major products of above stated
